Homeowners Assistance Program: What Is The HAP Program?

Arizona Short SaleEverywhere I go I see consumers. Consumers considering doing a short sale. “is it right for me?” they ask. My answer. . .It depends. In my role as a REALTOR® in Surprise, Arizona I am asked a lot of questions about short sale. What is the process? Is it hard? Do I qualify? How do I qualify? What are the qualifications? One of the questions I hear quite a bit is regarding the HAP program or HomeOwners Assistance Program.

What Is The HAP Program?

The HomeOwners Assistance Program is a housing program offered by the Department Of Defense or DOD. The HAP program is “available to eligible service members and federal civilians, including non-appropriated fund, employees”. The HAP program is administered by the US Army Corps of Engineers, and was started to assist eligible homeowners who face financial loss when selling their home in an area where real estate values  [Phoenix, Mesa, Glendale, - all of Maricopa County] have declined because of a military base closure.

But wait, there is more.

Who Qualifies For The HAP Program?

The HAP program has been expanded to assist service members and Department Of Defense [DOD] employees who were wounded, injured or become ill when deployed. The HAP program is also available to surviving spouses of service members or Department Of Defense [DOD] employees killed or that have died of wounds while deployed.  Service members and civilian employees that are required to permanently relocate during the home mortgage crisis also qualify for HAP.

Benefits Of The HAP Program

Those that qualify for the HAP program can sell their home  via short sale. This means you can sell your home for less than is owed. Other benefits include:

  • Private Sale. You could be compensated for the difference between the fair market value and appraised value, whichever is greater.
  • Government Purchase. The government may purchase your property at 75% of the purchase price or mortgage payoff
  • Foreclosure Assistance. If you are currently in foreclosure, you may receive foreclosure benefits or private sale benefits
